Citicar. Nothing unique about this other than the fact that they’re uncommon these days. My wife lived down the road from a guy who had one. It was a total POS. Barely made it to the edge of town before you’d have to either charge up or turn back. Of course town was rather large in terms of land mass and there’s hardly any stop signs. It’d be pointless to own a hybrid there even today.
This looks just like a 1975 or 77 or so “Urbacar”, a home-made car, the blueprints for which were run in a Popular Mechanix magazine then. It was gas powered, I don’t remember how big engine was, think it was like 2 cylinders or so.
